Cecilia Parker, CRNP-PMH

I’m Cecilia Parker, a Board-Certified Psychiatric Nurse Practitioner.

A proud native of Baltimore City, I was educated in the Baltimore City Public School System and earned my undergraduate degree from Coppin State University. I later completed my Master of Science in Nursing at the University of Alabama at Birmingham.

My nursing career has spanned emergency departments, school-based health programs, outpatient clinics, private practices, and community health centers. Across these diverse settings, one truth has remained constant: mental health and emotional stability are the foundation for success in every other area of life. These experiences also revealed the stark disparities in access to care—differences shaped by insurance coverage and social factors. That realization led me to pursue psychiatric nursing and ultimately open JCR.

As your provider, I am committed to delivering high-quality, evidence-based care that empowers individuals to reach their fullest potential. I’ve woven the best of each professional experience into my practice—from cultivating a warm and welcoming environment to staying current with clinical advancements. I take time to ensure my clients understand their diagnosis, treatment options, and the path forward—because informed decisions lead to empowered lives. I also take time to truly know each person, so their treatment plan reflects who they are, not just what they’re going through. Excellence in care is not conditional—it’s a standard I uphold for every person I serve.

I am deeply passionate about helping individuals achieve sustained mental wellness. I understand that this goal isn’t solely shaped by education or experience, but by empathy, trust, and the quality of care received. That’s why I approach every encounter with compassion, respect, and an unwavering commitment to delivering client-centered, evidence-based care.

As I often tell my clients, “I will do for you what I expect and would want for a member of my family.” That’s not just a philosophy—it’s a promise.
